David Moore is the founder, President and CEO of the AcuTech, a process risk management consulting firm based in Vienna, Virginia. Mr. Moore has over forty years of specialized experience as a recognized global expert. He is a frequent speaker on the topic. He has provided risk consulting services and training to corporations involved with hazardous chemicals in the energy, oil & gas, chemical, pipeline, pharmaceutical, biotech, and other manufacturing industries. Mr. Moore has taught process safety and security courses to many of the world’s largest corporations. He has served as a consultant to OSHA, DHS, USEPA, USCG, AIChE, API, AFPM, and ACC.

Deep Expertise in Risk Management

Mr.  Moore has been assisting companies in improving and sustaining process safety, including through improvements to human factors and enhancing safety culture. This has included management and technical transformational services including risk assessment, training, auditing, cultural improvement, and policy and procedural enhancement. He is a leading authority on inherent safety for chemical processes. Mr. Moore testified in a United States Senate Committee hearing on the regulation of inherent safety for chemical security. He was also the project manager for the 2009 update of the AIChE CCPS Guideline Book “Inherently Safer Chemical Processes, A  Lifecycle Approach.” This reference is the leading guideline on inherent safety referenced by all US regulations on the topic. Additionally, he has conducted inherent safety studies under the pioneering regulations of Contra Costa County, California, and the State of New Jersey for safety and security.

Mr. Moore has experience with hydrogen safety in a wide range of applications including in hydrogen production, transportation, manufacturing, and use as a fuel. He has been engaged in consequence modeling for H2 release, fire hazards analysis of a green hydrogen plants, and siting studies for facilities handling vapor and liquid hydrogen. Moreover, he has performed risk studies hydrogen fueling stations, safety analyses of electrolyzers, and critical infrastructure security design for a large-scale green hydrogen plant.

Mr. Moore’s expertise encompasses process safety and security management, process hazards analysis, and quantitative and qualitative risk assessment. He has overseen projects in process safety engineering, fire protection engineering, auditing, and security vulnerability analysis. Additionally, he is highly skilled in hazard analysis techniques like SVA, QRA, HAZOP, FMEA, What-if, Fault Tree Analysis, and consequence modeling.

Working with Associations and Government Agencies

Mr. Moore was the Project Manager for the CCPS “Guidelines for Managing and Analyzing the Security Vulnerabilities of Fixed Chemical Sites” and the Security Guidelines for American Petroleum Institute (API). He was the author of the API/NPRA Security Vulnerability Assessment Methodology for the Petroleum and Petrochemical Industry, the ANSI/API Standard 780, Security Risk Assessment for the Petroleum and Petrochemical Industries. Additionally, he authored the Tier IV SVA Guidelines for the American Chemistry Council (ACC).

He served as a Sector Coordinator for petroleum, chemical, and LNG for the Department of Homeland Security (DHS) initiative to develop a common vulnerability analysis standard ‘Risk Analysis and Management for Critical Asset Protection’ (RAMCAP). Furthermore, he also served in various capacities to advise the DHS on chemical security management and vulnerability assessment. With the DHS he managed the contract for development of the Chemical Facility Anti-Terrorism Standards (CFATS) 6 CFR Part 27.

Formerly, Mr. Moore was a Vice President and partner of Primatech Inc, a Senior Consultant with ICF Technology. Prior to these roles, he was a Senior Engineer with Mobil Research & Development Corporation and a Fire Protection Engineer with the National Fire Protection Association (NFPA).

Credentials & Memberships

Mr. Moore is a Registered Professional Engineer (PE) in Fire Protection Engineering (State of Pennsylvania). He is the Chairman of the Managing Board of the AIChE Center for Hydrogen Safety, and a past Board Member of the Energy Security Council. Mr. Moore is a member of the National Fire Protection Association, the American Society of Safety Engineers, the American Institute of Chemical Engineers, and the American Society of Industrial Security. He also serves on the Center for Chemical Process Safety Technical Steering Committee and the Texas A&M University Mary Kay O’Connor Process Safety Center Technical Advisory Board. Finally, Mr. Moore is a Fellow of the AIChE CCPS.
